The winners are picked because they are good citizens who pay their bills on time, have no bankruptcies, and are not criminals and have no arrest record. I started to laugh...she asked me what was so funny. I told her I haven't been paying my bills on time because I'm out of work, I have a bankruptcy on my record and an arrest. She hung up on me.
