August 2, 2016, 1:14 pm This scammer still calls mobile (cell phone) numbers in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further violate the TCPA by playing a recorded message without an operator on the line. Their recording states that the victim has had their student loans (this victim doesn't have any student loans, and the mobile number in question has never been affiliated with a student loan) flagged for debt forgiveness by President Obama.
